It comes after workers and businesses on both sides of the border were blindsided by a revised definition for workers in manufacturing, construction, agriculture and mining sectors.

Only those performing frontline operation roles, delivery essential operational activities are eligible for new permits.

Industry group leaders are disappointed at the lack of consultation.

Penalties are significantly high for people that obtain a permit unlawfully - $22,000.

Australian Industry Group Regional Manager Tim Farrah says the conditions themselves are an unnecessary adjustment.

"There are no cases of COVID-19 here, and restricting people from working and moving does not solve any problems, it just puts more stress on regional people, and it further restricts them from going about their daily job".
